ESA/Scottish Adult Disability Payment was created by Francisca
I've just been checking on potential changes to ESA. I found the following at MoneySavingsExpert. ---"A new 'Unemployment Insurance' benefit will be established This would be a new non-means tested entitlement "for people who have contributed into the system". The plan would be to combine the contribution-based Jobseeker’s Allowance (JSA) and Employment and Support Allowance (ESA) into a single new, time-limited benefit, paid at the current ESA rate of £138 a week. People claiming this would be expected to actively seek work, with accommodations for those with work-limiting health conditions, the Government says."--- 1) Do you have any idea what this means? How can ESA recipients who can't work seek work? What type of 'accomodations'? I can't see the point of combining them, unless with a view to getting rid of people in the Support Group. Is there any reliable further information available? 2) I'm only a couple of years off pension age so hoping it won't be introduced before then, but it's a concern. I know that ESA stops at 67 so does the State Pension just replace it? 3) I'm in Scotland and I'm also wondering if my Adult Disability Payment (PIP equivalent) which is until age 70, is at any risk of change? Has the Scottish government said anything? Many thanks

Hi Francisca
I understand that the Westminster government grants the Scottish government a sum to spend on Benefits and how they attribute it is for Scotland to decide. Evidently the Westminster grant is going to be reduced so there may be changes to ADP in Scotland but hopefully not on the scale of PIP in the rest of the UK.
Yes when your ESA stops at retirement age you can claim the State Pension and Pension Credit ( means tested ).
As for forthcoming changes I would keep an eye on the News section of the BenefitsandWork site here-

I'm in Scotland too and on ADP enchanced for both and ESA support (I am still awaiting a letter to move to UC). I have not long been awarded ADP, for 5 years so I have maybe 4.5 years left on enhanced for both. But I don't understand this -say I've transferred to UC and get assessed in 2 years time, if they are going to use a new PIP assessment for UC I guess I won't score 4 points in any one question does that mean I will lose my ADP daily living as well as the health element and be declared fit for work even though I have a couple of years left as they are using a PIP assessment to decide and will just ignore my ADP results. I don't understand this bit (or any of it, why they hope to devastate peoples lives)

Hi as regards ADP following PIP see following
Shona Robison has warned that the SNP administration in Edinburgh faces a "very, very challenging situation" after UK Government welfare reforms created an £850 million funding shortfall.
However, the minister insisted the Scottish Government would not tighten eligibility for devolved benefits

I’m totally confused by it all. My husband who is 71 is on ADP higher rate mobility and daily living with a lifetime award. I’ve just turned 66 and my state pension started on my birthday and my ESA contribution support group stopped. I’m better off with my state pension as I had a small occupational pension which dropped down my ESA. I just received my ADP renewal 2 months ago with an 8 year award.
I think I’m right in thinking that ADP only stopped at 71 for new claims and you should apply for attendance allowance instead which seems daft to me as AA is much lower than ADP just when you are getting older and need a bit more money.
So much for Labour being fir the people The old Labourites like Keir Hardie and NYE Bevin will be turning in their graves

Thanks, David, for the quick reply which confirms what I thought up here in Scotland. I'm guessing the 'unemployment insurance' is up for grabs at present and not been defined in any way. The link to the news page very useful - I haven't been on the site for quite a while since my last claim renewal, so having to find my way round it again. I suspect I'm not the only one who tries to stay away from it all in between claims!! It's exhausting.
