Hi
Are you able to provide some indication of what i am expected to do re: reporting monthly income.
I am not employed or self employed but i do do a small amount of what is known as (NHS) 'Service User Involvement' which pays an hourly rate and which is covered in the following:
DWP Advice for Decision Makers; ADM; Chapter H3:
ADM Chapter H3; H3161-H364: Definition and meaning of ‘service users’ with case examples.
ADM Chapter H3; H3160: Employed earnings do not include a payment of expenses.
ADM Chapter H3; 3241: Notional earnings do not apply to service user involvement.
QUESTIONS: Am i understanding this correctly:
1. That i do need to declare this as monthly income even though it is not indicitive of being employed or self employed or of capacity ?
2. Do i need to always report monthly income even if it is £0 and would this be the case even if i was a UC claimant who never did any paid or unpaid work activity or service user involvement activity ?

In answer to your question
The NHS Trust i do some service user involvement with has 2 letters, one for those not on benefits and one for those who are not:
The letter for those not on benefits states:
"Tax - Individuals are required to notify HM Revenue and Customs of any payment received only if their annual income exceeds their personal income tax allowance at the end of the financial year."
The letter for those on benefits states:
"NHS service-user involvement is not considered as employment or indication of a capacity for work and participation is not considered as a reduction of disability, mobility or care needs.....As recommended by government policy, we may offer financial remuneration for service-user involvement activity.....payments are monthly or single payment for several months, in arrears......Though financial remuneration does not indicate a state of being employed, any sum paid in a single month qualifies as ‘earnings’ for Universal Credit and should be declared."
In both cases; being on UC or being in employed status the amount of 'earnings' from service user involvment is on average £50 pm so just a few hundred £, typically below the monthly UC work allowance & well below the HMRC annual tax allowance.
So with that info presented, is there any chance you are able to clarify the op 2 questions ?

I do not need to answer your question as you have provided the answer yourself

As for 2 I have stated to Forum members that owing to the huge number of questions that have been submitted to the Forum I am not taking hypothetical scenarios.
