Unfortunately that information is too complex for me relating to case law.
I'm just wondering how I can find out if I am classed as substantial risk.
There must be a way indivuals can obtain this information based upon their own unique circumstances whether or not they are substantial risk.

I'm sorry that you found the CPAG guidance difficult. I would advise you to have a look at the section of our member's guide relating to Substantial Risk. You find it from P24 of the guide here:-
