As far as I know, you can withdrawn your appeal at any time prior to the appeal hearing.

A paper appeal simply means that the Tribunal will be heard without your attendance. Any case you wish to make has to be detailed in a writtent submission along with your evidence.
 
The main disadvantage is that the Tribunal members cannot ask you questions, so the success rate for Paper Hearing is much lower than oral ones.
 
If decide to opt for a Paper hearing then make sure that all of your paperwork has been submitted and received, as they are heard whenever there is space in the calendar and you will receive no notification.

If you write to the tribunal make it clear whether you are withdrawing the appeal or opting for a paper hearing.
 
Withdrawing an appeal means that no appeal hearing, oral or paper, will take place and the decision will be unchanged.
