It was one of Professor Malcolm Harrington's recommendations in his report on the WCA and it looks like it's only just been implemented.
It seems Prof Harrington's solution to the quality of computer generated medical reports is to ask the ADA to write a summary in their own words justifying their recommendation. The problem is that they are justifying something that usually doesn't make any sense!
On the positive side it could make the ADA pay more attention to the accuracy of the report but I think it's likely that the ADA's summary will be just as meaningless as the rest of the report!

Yes, I note at para 4, on the linked doc, that it says that no new evidence should be added on the ESA85S PSS, with respect to what is already on the ESA85
I suppose we will have to wait until a member gets to see "their very own PSS".
