The PIP Toolkit has been updated :

It now includes a : Postcode Map which shows the areas where reassessment will begin after 28/10/13. Along side phased introduction of reassessment activity, new claims to PIP will continue to be taken across Great Britain.

It would seem from the Postcodes indicated that Capita have more resources available than ATOS to carry out the PIP reassessment programme.

What this basically means, is that if you were expecting to be reassessed for PIP after 28/10/13, as you fell within one of the criteria covered in this : PIP Timetable Chart , that this will not happen at that time, unless you live in one of the Postcodes on the Postcode Map above.

This new development does not alter the PIP Timetable with respect to current DLA recipients with indefinite awards, i.e. they can still expect to be invited to claim PIP sometime after October 2015.

Minister defends delay to disability benefit changes

Work and pensions minister Mike Penning has said that a gradual shift from Disability Living Allowance to Personal Independence Payment will mean a the change can be handled "in a more gradual, controlled and manageable way".

Defending the delay, he said: "Introducing natural reassessment gradually enables us to test the claimant reassessment journey...
“This is in line with the way we have been introducing all our other programmes of change and we have made it clear that we would take a controlled approach to introducing PIP, learning lessons from live running.”

Memo ADM 04/13: Personal Independence Payment Introduction

As members are aware, delays in processing PIP claims has forced the Department for Work and Pensions (DWP) to amend the timetable for the transference of existing DLA recipients onto PIP, meaning that implementation of PIP for existing working age DLA recipients will be introduced more gradually, starting with certain post code areas.

This means that, if you are getting DLA, you will only be invited to be reassessed for PIP if you are in one of the following groups and living in Wales, East Midlands, West Midlands or East Anglia:

• You are a child turning 16 on or after 7 October 2013 (children who are terminally ill will be reassessed at a later date).
• You are reporting a change of circumstances which may affect your rate of payment. Some changes will not trigger an invitation to claim PIP at this stage, for example if you go into a care home, hospital or prison or if you have a change of address.
• You have a fixed-term DLA award which expires after 17 March 2014.
• You choose to claim PIP and you live in one of these areas The DWP have produced a map of the affected areas which can be downloaded HERE

Capita has just issued it's guide to Personal Independence Payment and can be viewed or downloaded from Capita Personal Independence Guide

For those PIP claimants being assessed by Capita, rather than ATOS (who ?) it's well worth reading, although it is 36 pages long.
