Nothing on this board constitutes legal advice - always consult a professional about specific problems

As far as I can find the "doctor" on the panel has to be a registered medical practitioner, but I can't find anything that states what qualifications they must have.
Given that the panel have to be selcted and trained before they can hear a case, I would think it unlikely that a panel member would not meet the necessary standard.
What are you trying to achieve?

I am not sure exactly what you are asking, but doctors sitting on DLA tribunals are either practising or sometimes retired GPs.
It is rare for consultants to sit on DLA appeal tribunal panels probably because of time constraints and because they are specialists in particular medical fields, but there is nothing to prevent them from doing so if they so wish as they are registered medical practitioners.

All DLA Tribunals must have 3 members, a solicitor with at least 5 years post graduation experience. The Legal Member is now called a Tribunal Judge.
The second member called the Medical Member has to be GP or Consultant. When I sat on DLA Tribunals, that member would have to have a medical degree gained in the UK or abroad, but must be licensed to practice medicine in the UK and on the list of the General Medical Council (GMC). I've been retired since 2005, so things may have changed, but I cannot see a doctor from abroad not registered to practice medicine in the UK being allowed to sit on a Social Security Appeal of any kind, including DLA appeals.
The third member (which I was) is called a Disability Specialist who is required to have a wide knowledge of the needs of people with various disabilities and/or be disabled themselves.
Normally formal qualifications are not required for this member, although like myself some do have formal qualifications. Disability members include disabled persons, carers, welfare rights advisers and health care professionals such as physiotherapists or occupational therapists.
All appointments are Judicial Appointments made by the Dept of Justice as a Tribunal is a Court of Law albeit an informal one.
All appointments to DLA Tribunals have to be CRB checked and have at least one, but often two stiff interviews before being appointed.
Hope this is of help.
