Hi Gary, the answer is yes they can. I was placed in the CB ESA support group in October. I used Relay. UK (I am Deaf) to speak with the PIP guys on another matter, in passing I mentioned I am in the ESA group. The lady on the other end thanked me for saying as they can and do look at other benefit assessments (it's a new thing to ease the backlog).
