It has changed this year. No one can apply
It is awarded without application to those who qualify. Those that do will receive a letter.

Hello Angel
Thanks for your reply. The thing is, having NEVER qualified for it in the past, and still not qualifying for it under either Core Group 1 or 2, and unable to find any definitive information about the WHDS-3 reference on my letter, I remain none the wiser I far prefer to know why and then, going forward, I'll stop twittering

i got a letter recently and ond the letter it seemed to say that you had to be in receipt of a means means tested benefit. was told by warm home front that i got it for being a large house to heat, i phoned dwp to check that my benefits were not means tested, which they were not, i am in contribution based support group and standard for both rates of pip, i asked them to cancel payment, which they said they would do, don't know what to do now, although i don't think my name is on the bill, which i think disqualifies me anyway, bit confused to be honest, got the whds3, which seems most people got, any advice welcome

I don't know what the WHDS3 means but for comparison my letter is marked WHDS1.
I am in receipt of GPC so qualified automatically and am also in receipt of PIP
