I'm sorry this has happened to you. Cancellations are, unfortunately, quite common, but I've not heard of them cancelling 3 times. You can of course, put in a complaint, one to IAS and one to the DWP. I expect you will get a standard reply saying that they have 'a shortage of staff' or that there were 'unforeseen circumstances', but that doesn't mean you shouldn't complain.
Going forward, I'm afraid there are very few options. You still need to have an assessment. You could try asking them to change to a paper-based assessment on the basis you have been put through enough stress already, through no fault of your own, if that's what you want. However, you should only put in the request if you are certain you've given them enough information to make a decision. There is of course, no certainty that they will agree to a change of assessment type.
