The Government plans to abolish DLA and replace it with a new benefit called Personal
Independence Payment (PIP) if the legislation is passed by Parliament. Originally it was planed that those over 65 would lose their DLA, and have to claim Attendance Allowance which of course has no mobility component.

However, after much lobbying and campaigning, Maria Milller, Minister for Disabled People <sic> and her boss Ian Duncan Smith, Sec of State for Work and Pensions backed down, and if PIP gets on the statute books, those over 65 will continue to receive DLA so long as their.mobility and care needs don't improve.

The plans are to reassess all current recipient of DLA aged 16-64 between 2013 to 2016. This will place a massive burden on DWP Decision Makers as there are over 2 million DLA claimants in this age group.

I doubt if the DWP will have sufficient staff to cope with this, let alone also check claims for over 65's under Right Payment Programme

Hope this of some assurance.

Thank you very much for this information, I will pass this on to some of the elderly people who are in sheltered care and expect to be summoned at amy time.

Once again many thanks for this.

My pleasure. Incidentally the plans to remove the higher rate mobility component of DLA for those in residential care was also dropped several weeks ago, so that group is safe also :)

My understanding is that the mobility component will continue. Until the effects of the Welfare Reform Bill come into force we cannot comment.

I believe that Clause 84 of the Welfare Reform bill removes the Mobility (and Care) component(s) of PIP for residents of Care Homes, so the reprieve announced for DLA may be short lived.

Someone had better tell the DWP then!!

"An amendment to the Welfare Reform Bill will be brought forward to enable this decision to be carried through into PIP."
