I don't know enough about parliamentary process to say whether this can be achieved on the current bill, as it has already gone through the Commons.

My guess is that they'll push the bill through without amendment and into legislation, and then table this as an amendment afterwards, that way they can keep it seperate from all of the other changes that have been suggested, which they don't want implemented.

Thanks Gareth, I was specifically referring to the introduction of an amendment by the HofC to a bill that is already in the HofL, but interesting reading none the less :)

That's not a problem, when the Bill is sent back to the H of C from the H of L with their amendments the government will introduce its own amendment.

This process is called 'Consideration of Amendments' and can lead to a ping-ponging between both houses.
