The House of Commons Library has published a 55 page document entitled “Changes to benefits for disabled people” which is intended as briefing paper for MPs on the Pathways to Work Green Paper.
Campaigners may be interested in downloading the document both because it provides a detailed look at the current health and disability benefits system and the proposed changes and also because it is one of the places that more diligent MPs will be getting their information from.
The paper covers some of the controversy around the Green Paper but tends to do so from a not entirely neutral standpoint.
For example, it quotes the work and pensions committee interim report as saying that the committee is inclined to agree with the government that the design of incapacity benefits “has probably incentivised some people to claim the higher rate”.
But it does not go on to explain that the committee also said:
“We ask the Government to delay any changes to PIP eligibility or UC rates, extend and expand the current consultation, and work to co-produce measures with disabled people and their organisations, reflecting the Government’s commitment on ‘nothing about me, without me’.”
