The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    I tried to warn people here and elsewhere, Kendall is on a mission, and has basically ghosted anyone who has attempted to get her to explain her motives or to get answers out of her.  The Leeds event and the lack of response to charities is further evidence of that.  She has been in a political bubble most of her adult life, a career politician isolated from the real world.

    If vouchers are passed how many suicides will it take to realise they are wrong. For i suffer with fibromyalgia left ventricular dilysfunvlction and sads depression and anxiety arthrritis in my knees diabetes and had on permanent medication due to a mini stroke i had.if wasnt for pip i wouldnt be able to get to my lofe saving appointments or aford the 25 items per month perscription i have struggled to hold a job down in past and my conditions have only got worst. In my opinion the government are just trying to kill people by pushing them to suicide

    I feel that Rishi Sunak blatantly sped up the process for the forced migration of disabled people and pensioners,when it was said there would be a pause while they looked into several details,for example,the fact that as disabled we will be a lot worse off on universal credit as there is nothing in place to replace our sisability premiums and severe disability premiums.Also on the subject of the idea to replace our p.i.p with vouchers etc.o feel that this will cause disadvantages to many of us in the aspect that,1...the vouchers won't cover most things that we need our payment for,2...they providers of the goods that can be purchased will blatant  raise the costs of goods enabling them to make more profit and us disabled being left worse off again.Offering treatment in the place of our payments knowing full well the waiting lists for treatment are extremely long,therefore the treatment  would never be given..but most of all its the stigma that would come with having to use vouchers and being dictated where and what we buy...so basically enabling us to be targeted at even more than we already are.I,for one ,never chose to have these cruel painful and disabling conditions,and replacing our payments for vouchers etc,as yojre suggesting,would juat make life so much more difficult for us,than it already is.Please consider us as the human beings we are,and nit just as statistics on ur computer screens. Do the right thing and leave out PIP payments in place ,at least allowing us some dignity,comfort and decency in life .Thank you

      But report animal cruelty videos, and they won't even remove them. 
      I mean real abuse videos. 
      But mention the state of the benefits system or fear over changes, nd they jump all over it. I've sseenmany others on there comment about it. Some of those who've had their comments  or links deleted are seasoned disability rights campaigners too and are at a loss to see why the comment went against community standards.So you def are not alone.

    i cant at all understand these governments that a big mojority of people claiming pip have life long progressive conditions that means the person will get worse and worse health wise. to claim top pip rate  benefit you need to be really ill and be backed up by your gp and hospital specialist consultants so why on earth ask these vulnerable people to look for work fought the ideal of disablilty reform  was to save government money not keep getting these people to try jobs whilst completely unfit to do so which would have been proved already that they cant work due to progressive illness conditions. also about the sick who cant leave their house without another person to help  them. so many wrongs in this government already showing, lets hope their is a god with a heart for us all thank you for reading my comment

      @diceman24 Not entirely true this is where it gets silly. I have had my pip reduced I've asked for mandatory recommendation on it but ain't holding my breath. I have nerve damage in my leg along with arthritis COPD anxiety autism eud OCD ADHD IBS. Yet I know a guy who's just been awarded top whack pip. Yet this guy is a full time window cleaner. So no it doesn't just rely on these things.

    Why do successive governments always attack the sick & disabled??? Why not go after all the healthy people that are able to work!! Why shouldnt we get an income to help us, god knows we give enough cash away to other countries!!! And people newly arriving in this country!!! Why should we be denied a better quality of life? Instead of being given vouchers what a pathetic, stupid condescending idea !!! We have already gone through hoops to prove we need the money in the 1st place !! No we are an easy vulnerable group that are continually attacked & bullied!!! So you know where u can place your vouchers!!! Look at all the rich people and big companies avoiding their tax why dont you start with the greedy!!

    .Leave it as it is. People suffer from stress more now than ever due to the state of things. People with physical and mental health don't need added stress .there will be more poor souls committing suicide,we all know stress is one of the biggest killers.life is hard enough.some people are able to work with their disability and are happy to do so.others dread the day beginning.

    My needs are broad, yearly prescription pre-payment certificate, gardener, cleaner, health supplements by post, easy to prepare food (which needs to be delivered), taxis when I can't drive, Just Eat when I'm too ill to cook, acupuncture, massage, physio, optician and dentist as my condition affects eyes and teeth too, sunscreen, food supplements, specific footwear. How will this new system cover all of those different things?

      @Julie I am exactly the same , I did the online survey and said some of the things you have , as your needs can  change each week each day even to what you need money to pay  for whatever you're conditions require there and then ! It's not as if we have a crystal ball for goodness sake !

    Why should we be given vouchers so they control where we shop havent they realised we can get the same things cheaper elsewhere .its the same dwp who has given my disabled partner who can do the job of a carer to me carers allowance and says they havent  funny tht just cause we have evidence ie payment  details but ot was all confirmed over the phone thought all calls were recorded

    I struggle badly with mental health issues an self harming an im high sucide risk i have to pick my meds up daily i isolate my self in my bedroom an reley on support from my family an mental health support workers last time i saw my phycharist he raised concerns for my mental health living with all this feels like the goverment are putting more pressure on people with mental health issues if it goes to vouchers its going to be heart breaking as the sucide rate will climb evan higher

    I don't agree with this at all people go on pip to help them manage financial difficulties faced with being disabled mentally and or physically the cash payment goes towards them being able to do day to day things without the stress and worry of how they are going to do it for example a mobility vehicle? These so called vouchers and catalogues companies and government companies are going to hike prices up to cash in because they know that these vouchers can only be used by them. Again making the poor worse off and lining the pockets of the rich and in power. If they want to do cut backs why don't they start with themselves instead of targeting people who need it the most. I think it's a total disgrace
