The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    people have individual needs and they vary hugely a simple voucher does not simply work or even a catalogue system for those already claiming mobility they will already have such measures in place not to mention bills, heating and taxis, fuel food and many more needs it’s taking away the publics dignity and independence and attacking the disabled it’s surely a breach of our humanity and rights to be labelled and branded. The budget alone and the administrative cost alone would cost more then what they are paying now it was the tories who crashed the economy why are the British people paying the price we much all be united in our common interests and stop this madness from happening and it’s time to say enough is enough the people have the power to overthrow a governments decision we are stronger together in numbers we must all stand up for those who are most vulnerable in our society 16,000 responses about the green paper where submitted it was a tories last minute suggestion if this happens there would be such a backlash the government would have to stop it before people get hurt as the impact assessment end life the WInter Fuel payment stopping has already said that many will die this winter the government are literally killing us all slowly it’s time for change feel free to vote for me as your next prime minister.

      @Next Prime Minister They don't care. Both parties want this so it will get into law . Just how long it takes. They want to stop cash payments.. it's that simple. Hopefully there will be a massive outcry to reverse this.

    I am getting very concerned and very worried about the pip vouchers if it does come in because how can i pay for my broadband and phone bills with vouchers it is getting me very frustrated with this voucher catalogue and i need to pay my broadband and phone bills with my money i really don't know what to do if this voucher happens 😢 i am autistic person also have ADHD My pip money helps with my bills and other things but i think the government doesn't care about people with disabilities because if they cared about people with disabilities then they would get rid of this voucher catalogue and just keep with cash instead. It's just not on picking on people with disabilities it is not our fault if we have disabilities

    This will not help people at all! What about transport to hospitals and over the counter meds, if people already have the things in catalogue, absolutely shocking this will not work, what about people with autism invisible illnesses that wouldn't benefit from anything in a catalogue

    I’m a severely disabled mum of 2. I have lots of disabilities and heath conditions. I’m a full time wheelchair user, sit to stand hoisted, have an electric bed and a biobidet toilet so use a lot more electric than most. Our heating bill is higher as I’m always cold due to my disabilities. We took out a large loan to enable us to buy a wav which will become unaffordable if this goes ahead. We have higher diesel costs as have a lot of appointments due to my conditions and disabilities. We have higher food costs as I’m mainly on purée diet and can only eat certain things due to dysphasia. We also have more washing due to my disability and higher water use due to needing to shower more often, so have higher sewage and water bills. My quality of life is poor. It’s very isolating being severely disabled and will become even worse if this goes ahead. We’re barely coping financially as it is and I will become more isolated as won’t be able to afford to run my wheelchair or car as much. This is a death sentence for disabled people. The only thing that keeps me going is my family and having just about enough money to get by. This will increase the suicide rate among disabled people if it goes ahead. It’s causing me great distress. I’m struggling to sleep and wondering how on Earth I’m going to be able to get by if this goes ahead. I already carry so much guilt as a disabled mum and this is only going to make it worse as ill have less money to provide for my girls

    My health conditions ar getting worse, it’s Personal Independance not a catalogue order that needs vouchers!!
    I’ve worked all my life & never claimed anything, so has my husband. He joined the forces at 16 (they’re not entered for service pension till 18) but can go to war & serve their country so despite doing 10 years he’ll only get 8years pension.
    He’s about to retire from a civilian job through redundancy.
    I’ve had to give up my work through ill health - Pip has enabled me to get to see my children & grandchildren more often. I saved my pip for a few months to get something once in a lifetime that was a bit obscure, that I’d never get with vouchers I very often vouchers make you spend more than necessary as they don’t give back the change

    Just come across this, I get lower pip and as people have said, it is used on things that suit my needs & not what the govt or anyone else thinks it need or should have.
    Like the hospital hand braces I found very uncomfortable on my arthritis joints, I found some better ones elsewhere & bought them with my pip money. I can get a taxi when I need to, I can save it for a couple of months to then get a job done like a decorator, someone to paint the skirting boards, do my garden but not necessarily weekly or monthly. 
    It’s a little bit of control of my life and not being told what to do & how to do it
    Yes a campaign could be necessary - it’s always the disabled who are picked on as easy targets

    instead of attacking the disabled to try and scrape back some money i think they should start with themselves by giving all these mps vouchers for their so called "expenses" and they are paid for being an mp anyway so the extra money they get for going into parliment for questions etc which a lot of them do just for the money without actually participating in the talks shoud also be paid to them as a voucher can you imagine the amount of money that would claw back

    what about blind people? how are they going to use vouchers online? 

    it clearly states “” personal independence payment” that’s what it should remain. people have all kinds of need for cash to help with their “”independence”” the government can’t offer you what you can buy or tell you how to spend it! That’s communism!

    The Government  should think about  people's,  rights. As this is a form of Control. Disable  people,  should have the right to use the money, to suit there conditions  and needs.   Would you be able  to use them on Line , That's how I get my shopping.

    Not everyone would live near shops that will take the  vouchers and please think about the people that live in rural places with limited buses! Just not viable.
