The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    Most definitely disagree with these latest proposals to reform pip. Pip money is a vital part of living like non disabled people. Pip was designed to help disabled claimants not to make them feel worthless as these pip proposals would do. When the government made everyone stay at home during covid that did not help with there mental health issues but now the government wants to punish disabled people. The government need to understand that many disabled claimants will not get better but only worse over the years. Our government has the duty of care to look after the sick, old and vulnerable in society and they are failing to do that. So I as many others will do is reject this from the satar

    Replacing PIP with vouchers is the wrist idea I’ve heard. I’m in PIP & vouchers would t benefit me in anyway at all as some things I need due to my illness that I buy myself you can’t get with vouchers .

    How am I supposed to pay for taxis, my mum petrol money and family when they come and help care for me with vouchers? It's not going to get me anywhere.

    They can’t take away our freedom of choice to use our pip in the way we need not tied to certain shops and services that will take the  vouchers leaving us no choice to shop a round for the best deals

      @Mikey Unfortunately you are not far from the truth . 
      I explained this to my psychologist after a series of breakdowns , that I felt government were out to cull the disabled . 
      Afterwards I found out my comment was regarded as paranoid by my psychologist. 
      Which I am totally not , after so many failings and mistakes made by dwp that was the conclusion I came to . 
      Not sure why my original comment was not allowed to be posted ?

    I use my PIP for OTC medications the NHS won't prescribe anymore (antihistamines, paracetamol, fybogel, windeze, buscopan). I also buy supplements to try & help my issues. Take taxi's if I can't get somewhere using my bus pass (& bus services are dire right now). I could go on about more but basically my concern is vouchers would not begin to cover what I use them for & it should not be dictated to us.

    How disgusting that disabled people are targeted to help recoup the dept this country is in. 

    I cannot pay my cleaner in vouchers. Or pay for my meals which I cannot cook myself out of vouchers.  

    This is targeting the vulnerable and going to cause disable people to struggle financially.

    The whole benefits system needs looking at. Many people use PIP for general living expenses while others have surplus funds from benefits. The whole system is out of balance. PIP is my only income so will the vouchers pay for car expenses, food shopping, dentist, clothes, toiletries and house bills? Will I get ESA if not? My partner is not legally obliged to pay for me so how will vouchers benefit me and my individual care? Surely I'll need some independent payment?
    Give every individual a payment equal to the minimum national living wage and that will balance everyone out while providing many the funds they need to live off (the clues in the name).

      @It's a no to vouchers! Absolutely my great aunt is a millionaires , yet she claims pip for her car . 
      I am disabled need a car , was turned down from higher rate , my aunt has several million in bank . 
      I don’t think she should be eligible with such a fortune .

    Yous should be utterly ashamed of yourself picking on the sick that money is supposed to be so we can have a life and you want to do this to us I think yous have done enough what about the elderly that rely on that money the vulnerable people and people like myself so against it I will appeal it all the way

    My biggest concern with the vouchers is we can’t pay our gas and electricity bills and how are we supposed to buy our medical items we can’t do these things with vouchers

    No private carers or therapists are going to take vouchers it’s a nonsense idea, PIP is already hard enough to obtain when you actually need it, so to punish the recipients further seems very discriminatory.

    Disgusting idea. The people in charge of this country have not got a clue.

    Only the vulnerable will suffer. This cannot be allowed. People use that money to buy what is needed, equipment the NHS do not supply. Extra support from paid carers. Easy meals for when suffering or unable to cook. Specialist shoes, creams and equipment. How can the disabled expect to pay out in advance for things to try and claim back when not well enough and not working. Absolutely disgraceful

    My PIP does not afford me exotic holidays abroad, posh handbags, designer clothes, no,  it pays for extra heating and water to help me manage my health conditions and the gluten free food I no longer can get on prescription. Penalise the disabled once again. Most of us have paid our dues over the years but if you have never worked you seem to get more than pensioners and disabled do.

    I use my pip to pay for taxis to get me around as my disabilities affect my freedom of getting around. And i doubt any taxi drivers taking a voucher as payment. Stop picking on the vulnerable and start taxing your rich friends
