The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    Most people who receive PIP have many different experiences, and hardship made worse by their own disabilities, having to employ cleaners, carers, pay for medications, taxis. This benefit gives us freedom. Without these benefits, we would become prisoners in our own home. Have compassion for people who needs more support than people who don’t have a disability. I voted for labour because I believe they do or are given a chance. Please I speak for all disabled people, don’t make me regret my decision to vote for labour

    I have tried to fill in this form but it's massive , this form is already designed for people who have limited capability as it's just to long , I have emailed the Labour party and asked the question " what are they going to do about the proposed changes to PIP " no doubt it will get lost in the spam folder somewhere , these changes will not help people who already have enough stress just coping with life in general with the daily struggles that most of us face

    People on benefits still pay taxes on food fuel etc we still pay bills and want to feel we exist not charity after working all our useful lives just give us some sort of realistic living not boots vouchers

    Vouchers are not free to produce, and wouldn't accepted everywhere, therefore would not be A VIABLE option for most

    been reading all comments on this subject and all  of us are disgusted about the green paper voucher system i personally think there will be alot of human right court cases coming up about this also i would much prefer if they made pip benefit means taxed rather than vouchers also benefits and work perhaps you could send everyones comments to show how every member feels on the subject to government   thank you for reading

      @diceman24 @dicemam24 maybe they could start by making people like you get a job so you can contribute into the system,pay tax and national insurance instead of your ridiculous outrageous idea of it being means tested for those of us who did work and manage to have a bit of savings!

      Its selfish and thoughtless of anyone saying it should be means tested.
      I bet they wouldn't like it if they lost their entitlement to benefits.
      As disabled people we should be supporting each other not suggesting that some of us should not qualify for benefits just because we worked hard and saved a bit for our future.

      People like me who worked for years,paid into the system and managed to save money for old age would be penalised.
      How do you think that is justified!

      @diceman24 Making it means tested doesn't help the majority of people who saved all their lives then got too ill to work,that would mean there would be absolutely no point in working and saving at all only to be made literally bankrupt by illness having to fund your disability yourself, it's surprising how fast your savings disappear when you're not working and trying to pay all your bills without state help

    How are vouchers going to help with phone bill which I need as I am house bound years ago we got tokens to pay for taxis etc until everything was privatised and companies wouldn't accept them they want cash or card

    The vouchers are of no use I already live in
    A adapted home I don't need any equipment as it’s here, I need money to pay my bills and help with my shopping being delivered 

    I have several health conditions I did not ask to become sick it just happened why penalises the poor are we not suffering enough the rich get richer the poor get left behind it’s evil beyond belief to take away much needed money and cause more distress on our lives abolish the Green paper and save money else where please Government

    Vouchers will not work to pay for special diets, supplements, clothing, bedding, taxis, and for food when you are not able to cook or prepare them. Vouchers will create a set of companies who will charge what they like at higher charges and will become monopolies and denying people the ability to purchase things by looking around for better deals. Vouchers will be used to demean people and make them targets in society so they are stigmatised for simply being disabled and ill.
    Vouchers will also be used to create a black market economy where goods will be bought only to be sold on into a black market. Vouchers will also end up being forged as they will not give the same security as cash or credit in bank accounts will. It is a very bad idea and will not help the disabled but handicap them further.

    What about all those conditions where vouchers are not needed, I mean someone who is on PIP with autism how will a voucher work? Someone who has had type 1 diabetes for decades (with significant complications) like myself - I just don't know where a voucher system would fit in for many disabilities. Its supposed to be 'Personal Independence PAYMENT' (PIP) - not 'someone else will decide for you if you need a voucher' (SEWDFYIYNAV) - bit of a mouthful!

    I need to use taxis a cleaner a window cleaner do shopping on line pay with Mastercard as it’s safest way to do it then pay off straight away from bank account so as not to get into debt my hairdresser comes to my home pay with cash friends do shopping for me and I give them cash my caregiver when needed isn’t going to except vouchers let alone my utilities this is really stressing me out and given my medical conditions is seriously not good.

    In these seaside places that transport isn't regular and all you have is the shops you have in your see side village to buy a month worth of shopping 
    What choice do you have
