The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over ÂŁ400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    We didn't put our trust in Labour for them to be just like The Tories and discriminate against us for disabilities that we didn't ask for.

    If they want to cut money spending then ask their colleagues to take pay cuts because they get paid to just sit in the house of Lords and Fall asleep, not really working is it? Come on! 

    We're generally suffering, we can look after our money ourselves, don't treat us like children that need vouchers and catalogues.

    I've got health problems and mental health problems one being a Personality Disorder, there's no quick fix for the Personality Disorder nor the health problems that I have.

    This voucher system is not going to work. We don't want it, don't force it on us!

    It's disgusting what the government is planning on doing, people with disabilities are already living a life of struggle. They need to be stopped from doing this.

    I have bern so stressed out over all of this that my depression & anxiety have got worse. I can't work due to an auto immune disease, liver disease, not through drinking as I do not drink & never have. I have fibromyalgia, tremors, in chronic low back pain, hip joint pops out so I can't walk, pain is unbearable, IBD, Diabetic, Thyroid problems....list goes on.
    The 'pittance' I get helps me get to the Hospital, Doctors which I do a lot of. 

    I feel that all disabled & sick people are being penalised for needing this support. A mess that the Tories have made & now have left. I hope Labour stop this silly 'Green Paper' as this money that many of us receive genuinely need. 

    I am on the lowest rate & do not get help with Mobilty & even that money doesn't cover my costs. 

    If Labour are as good as they say then please stop this 'Green Paper' & the Voucher Scheme & help the sick & Disabled people keep their money from PIP/DWP.

    i have mental health issues and stage 4 lung cancer, this is really stressing me out, i pay people to do things that i cant do anymore, i have just left the hospital after having chemo, so i,m in bed trying to relax a bit as it takes it out of me, but all i keep thinking about is these vouchers and how am i  going to cope, so i cant rest, my mental health is suffering, this affects my appetite, my mood etc, i dont even know what to say anymore, looks like the samaritans will be busy.

    It be a bad idea to move to vouchers I suffer from multiple different disabilities which affect my life in many ways and going shopping and trying to get out on my bad days is going to be help by vouchers it will cut people off and leave so many with worsening mental health issues and worrying about bills and what they use there pip for you end up putting this country in worse state than it is all ready in and for most proberly lead to more poverty and suicides

    I am blind. Have a brain tumour. Epilepsy. Prostrate cancer. Bad memory loss. And other ailments. How would vouchers help me. I can not leave the house alone as i get lost. I need help with everywalk of my life. If i loose my pip money i will probably starve to death. I would have to give up my carer. Labour needs to keep pip payments and improve them. Otherwise of living

      @Chris maskell You pay your carer or whoever with the Vouchers! What they not taking into account is those who are house bound like myself have massive fuel bills to keep slightly warm in winter, Iv had to move into a small caravan on my drive just to keep my bills down!

    I have an auto immune disease,severe ADHD  depression and anxiety.arthritis,,asthma mental health issues ,IBS .. vouchers aren't going to pay for the up keep of my car that gets me around as public transport freaks me out .
    Pip or DLA is supposed to help bridge the gap to pay for extra things you need , a voucher isn't going to put an extra ten pound on my gas or electric meter because I've had to turn heating up or have the fan on due to sweats ..not is vouchers going to pay for car parking or pay for my shopping to be delivered 
    So much wrong with this

    A voucher system would be very difficult for most disabled people. How are you expected to pay for home help, food, power bills taxi fares, gardeners and workmen doing jobs around the home and on your property with vouchers.

    I do believe Starmer and his mentor Tony Blair believe in (CBDCs) ,so what better than to try this out on the voiceless Guinea Pigs . Hopefully I'm wrong and they scrap the Green paper and also the Bedroom Tax, but I guess we'll soon find out.

    Most people on pip rely on it to cover shortfallings on universal credit with out it most would struggle to pay utilaty bills travel food life insurence and home help cloathing this will affect mental and mobilaty of disabled  peopel . Contery to the gouverment and DWP we are note a sick note culture. We do not choose to be this way disablity is real vouchers is not a viable way to try and live any tipe of a normal life let alone survive

    Disgrace, I worked for 32 years, now medically retired. People rely on pips to survive day to day. Unfortunately it seems like the disabled are an easy target, I expected better from Labour.

    Im 68 woman i recieve the enhanced pip payment. This was given to me for 10 years to be reviewed in 2030.  Id like to know if these proposed changes will affect my monthly payment and my motorbility car? This is such a worrying time. Why are disabled people targeted every time the government what cut backs,  vouchers, grants etc will be of no use to me at all. How will i pay for my car? This is disgraceful attack on disabled people who are pension age and all ages too. I voted labour in the general election hoping that they would not change pip payments but its not looking that way. Very unfair
