I understood that anyone with a change in their condition since oct 13 would hav to apply for PIP, rather than a change to DLA. Is that not the case???

The government first moved the date to the end of October and then announced that implementation will be based on postcode, the following shows which are currently active, further, there is a 20 week lead in to so if a postcode went live today it would not effect claims renewing before August.
