You need to inform both departments even though they are both part of the DWP, I would also recommend that you do so in writing.
All Government departments are supposed to be switching to Freephone numbers, most departments already have but I don't know if this includes the DWP yet, the numbers showing on the Gov UK website are still 0845, which I believe are still premium rate.
