I represent a married couple who are both claiming benefits (she- ESA, he- JSA). Her ESA is reduced by the value of his JSA. If he stops claiming JSA and claims Carer's Allowance, will her ESA be reduced by the value of the carer's allowance?

On the assumption that she is in receipt of DLA Medium or Higher rate Care or a PIP Care award, then he can claim Carers Allowance providing the he can provide that care 35 hours a week. The CA will be deducted from her ESA but she should also receive the Cares Premium, currently £34.20.
