I am afraid ATOS do not acknowledge receipt of the ESA50 it is one of the reasons why we recommend using a tracked service when you post it.
ATOS are processing assessments (there is no differentiation between a new and repeat claim), on a first come first serve basis, we do not have statistics for any wait times although a national figure can be derived from the three monthly statistically report that the DWP produce. There is clearly considerable difference across the country, in some areas (unnamed) they are scheduling appointments in about 4-5 weeks in others we appear to still be close to a year.
Perhaps another member in the North West can provide some information.
