What happens to those, myself included, when it comes time to change to PIP? As there is no equivalent, low rate care, do we still get to fill out the application form?

Although we often use the word "transfer" to describe the process, there is in fact no transfer of claimants, everybody is being invited to make a new claim for PIP and will be assessed from scratch.
The PIP criteria, whilst similar in some areas are nonetheless fundamentally different from the DLA ones. some claimants with Lower Rate Care will undoubtedly lose their award but for some it may actually allow them to realise a higher award that they would ever have achieved under DLA.
Have a look at the PIP Claim guide for more details.
