Query regarding content of decision makers report

Hello
I have started to prepare for a PIP tribunal for my husband. There is a sentence in the report from the DM that I cant make sense of. I might be being dim, but perhaps someone can help. It is within the mobility bit.
The sentence is ' The criteria states I can not consider getting to the toilet or using stairs.'
There has been no mention of these things on his initial form or in any reports. It just appears as a rouge sentence. Are they trying to say this is how you would meet the criteria for PIP higher mobility?

My suspicion is that these Statement of Reasons from the Decision Maker are constructed of stock phrases that they copy/paste into the letters, this one would seem to be at odds with your application and may have been used in error.

I take the phrase to mean that they can only assess the claimant on what the law says and this takes no account of the claimant using stairs or needing to use a toilet when out.
