Yes, that should be fine !!
You can attach a covering letter explaining why you are compiling the Submission on her behalf, and you can type a statement at the bottom of the Submission to the effect that you have compiled the Submission on her behalf, with her full permission.
Get her to counter-sign and date it to say she agrees.
