ESA renewal osteoarthritis

Yes and no! The Dexterity Descriptor would be relevant but ESA treats both hands and arms equally, so a problem with only one hand is unlikely to score any points as they will take the view that you can use your other hand to complete the tasks in the descriptor.
I would still argue your case as it may be of assistance for other descriptors, but I would not rely on you scoring the points.

It might apply to the Mobilising Descriptor which in addition to looking at your walking considers whether you could self propel a wheelchair.
The Standing and Sitting Descriptor in regard to your moving from one seated position to another.
Lastly, Picking up and moving things, although the issue of using the other hand would again apply.
