Is it best for me to complete my PIP renewal form myself or for someone else to do it, also my PIP ends in April 2017, yet I've got my renewal form now? How come?

Yes, DWP are initiating reassessments of PIP a full year before the award is due to end.

It doesn't really matter who fills out the form. However, if doing so would contradict the limitations you describe you should explain how you were able to do so.
