If you worked throughout the Tax Year 2014-2015 then you may be able to make a new for ESA(CB) and receive another year's payments. You would need to wait for your current payments to stop before you do this.
If you did not work during the above period then you cannot make a new claim for ESA(CB) as you will not meet the Contribution Conditions and from your post you are not eligible for Income Related ESA.
Technically, you remain entitled to ESA and will receive NI Credits that count towards a full State Pension. At any time, if you believe that you can show that you meet the criteria for the Support Group then you can ask to be reassessed and if successful then your ESA(CB) will be re-instated and will remain in payment while your remain in the SG.
If you have further questions then please reply to this post and we will do our best to help.

If you have not worked for 18 years then you cannot re-apply, all that you can do is report a deteriorated condition if you can show that you meet one or more of the SG Descriptors.
