We don't have any statistics for PIP, but the contact rates for ESA are at best 25%, our impression is that the rates for PIP are no better and could actually be worse, if you have had an assessment then the rates will be even lower as most contacts are made before a face to face takes place.
You may want to use different language, but your GP needs to stop procrastinating and should either support you or not!
