Yes that would seem logical, you are saying (3b) that you cannot prepare and cook a meal yourself so you would not expect be able to do so with any suitable aids (3a).
You do still need to explain why suitable aids would not allow you to prepare a meal and obviously why you need someone else to do so in the comments box.
