She could get a Standard award for meeting Descriptor (e), see the PIP Claim guide.

It won't help and it will depend on how often she goes out. The Descriptor uses the word "cannot". I think it reasonable to argue that this does not mean never because of the requirement to perform the activity reliably but I do think that the level of restriction will need to be far higher than the normal "on the majority of days".
It would be down to you to argue this.
