Could you please clarify something for me please. Anyone taking out a mobility car lease from 2014 onwards whilst on DLA will not qualify for the £2000 if they lose their mobility benefit after a PIP assessment and the car has to be returned.

That is correct. I think the rationale is that any new contract taken out after that time will have been taken knowing that the system will be changing and there is a risk of losing the award.
