DLA Tribunal for child

You can opt for what is called a Paper appeal where the Decision is made on the papers before the Tribunal panel,. but the success rates for this are far lower than for a hearing that is attended.

I'm afraid I don't see how anyone other than a parent can attend the hearing and properly represent the child, you would certainly need the permission of the Judge.

As to what you need to do, you need to present a case that supports your daughter receiving an award. Child DLA is awarded for two connected reasons; the child has care and/or mobility needs due to their conditions and those needs are reasonably in excess of the needs of a healthy child of a similar age.
