I am new to the forum and would like to establish whether or not it is standard practise for the DWP to send a letter to a patient's GP who has been unsuccessful in the Work Capability Assessment telling them not to issue them with any further sick certificates/fit-notes unless their condition changes.

Yes it's a standard letter. It does say that if the claimant is appealing the Decision then they can continue to issue Fit Notes.
The letter applies to ESA or ESA under Universal Credit only, so for example they can issue a Fit Note in regard a JSA or UC claim.
