If I understand your question correctly
You can use evidence that post dates the Decision but it must be clear that it still relates to your conditions as they were at the time of the Decision being appealed.
There are very limited circumstances where evidence of a change in condition will be reviewed, basically that you had said in your original evidence that something would happen and the new evidence showed that it did, but they still cannot take into account the change when considering an award.
