She can claim the Carers Allowance but it won't be paid, CA and the state pension are classed as overlapping benefits, this means that only the higher benefit will be paid which is almost always the pension.
If you, as a couple, are eligible for Pension Credit and she claims the CA then you can receive the Carers Component in addition to the PC.
