This seems to be a problem in Northern Ireland, normally I would suggest ringing again in the hope that a different call centre advisor is more amenable, however this seems to be a dictate that all of the staff are aware of.
We don't know of any legal reason why the report cannot be sent and it is certainly the case that there is no problem on the mainland.
You can try contacting your MP or Representative but in all honesty you are likely to have received a Decision before they are able to assist, if indeed they can.
