Is there any consideration given in the ‘preparing food’ question in PIP form for someone who can cook capably because they’re not physically disabled but can’t actually acquire the food they want to prepare without support because of mental health/developmental problems? There seems to be an assumption in the question.

There is a requirement for the food to be of appropriate nutritional value, so you may be able to leverage an argument from this, but I have to be honest and say that I think you will struggle to score for this reason.
