At a PIP face to face is the question how many minutes can you walk for still being asked, rather than the question of how far can you walk. If it is can you refuse to answer as the question for moving around is how far can you walk.

I haven't seen ur reported for some time but it may still be asked.
Rather than refusing to answer the question, I don't think your reason will be acceptable, either deflect the question by talking about the distance you can walk or actually work out how long it takes you to walk the distance you can manage.
