Getting PA4 report and Requesting Mandatory Recon

Hi All.

My brother assessed recently for transfer from DLA to PIP. Decision received 9 days ago. Taken away his higher mobility award and lower daily living allowance. He is awarded only lower mobility.

We are going to request a mandatory reconsideration, but do not have the PA4 report (didn't know you could request it until reading this forum!). If we request the PA4 we will likely run out of the 28 day time limit. Can we request a mandatory reconsideration, and explain in the letter that we are waiting for the PA4 before submitting our reasons for the madatory reconsideration...?
