Free NHS prescriptions - eligibility

My daughter has a lifelong severe learning & behaviour difficulties.
She has been awarded higher level pip for mobility and care.
She also receives ESA. That’s her only income .
She attends residential college .
I was led to believe that she is entitled to free prescriptions and dental care is this corrct?

To be entitled to free prescriptions your daughter needs to be either

(a) receiving Income Related ESA in part or in whole, or
(b) her income needs to low enough that she qualifies for an HC1 certificate
