Sever Disability Premium was created by Ryan
My Daughter has moved into a property on her own she is the only tenant living there, she is currently working and getting the Disability element of WTC, and middle rate care on DLA, Low rate mobility, should she now be in receipt of severe disability element, if so who pays this and how does she apply

We don't deal with Tax Credits on the forum but the following suggests that she need to be receiving DLA Higher RAte Care to qualify.

If you are talking about the Severe Disability Premium as your post's title suggests, then although she appears to meet the eligibility criteria, entitlement to payment can only be made via a claim for an Income Related benefit such as ESA(IR) or Income Support but she cannot make a new claim for these any more, only Universal Credit which does not include the Premium.
There is a new rule that allows a claim for what are now called legacy benefits if the claimant is entitled to the SDP but I believe that she would have had to be receiving the legacy benefit within the last month and she was not according to your post.
