Id like to ask a further question ...
If I was to declare disability at the college and tick the form so that I am exempt from paying the fees is there a risk that the information could get passed on to DWP ?
This may be an area that cannot be answered here and if that is the case I understand ...

I can't see why they would inform the DWP unless the exemption is dependant on your having a qualifying benefit and they have to check with the DWP that you are receiving the benefit.

Whilst is possible that a Change would only be relevant to one benefit, you could significantly disadvantage yourself if you only report a Change to the ESA department and the PIP people find out about it.

You can work for up to but not 16 hours as Permitted Work and earn less than £131.50 a week without it affecting your ESA. There is a guide to PW in the ESA section.
The hours that you do at college are not counted as PW.
How you split your time is up to you.
