Does everyone has to attend a face to face or has anyone ever been awarded PIP based just on the medical evidence.

A Decision can be made without a face to face but only about 5% of claims meet the criteria for this to happen, basically, you would need to provide significant and unequivocal evidence that you meet the criteria.
