ESA Deferrals?

Just to add to what I've already posted: one thing is for certain the ESA50 form cannot be sent out automatically so therefore someone must look at your case first, namely a Decision Maker. Surely?

So, perhaps they take other things into consideration, perhaps tying evidence up with recent PIP reviews, for example?
