allows you to buy postage from your home by card or Paypal and print the label at home, assuming of course you have a printer. For tracked services someone will have to take it to a post office though. If you can risk sending not tracked eg have plenty of time to send, check arrival by phone and resend if necessary, you can post in a postbox.
I discovered this when looking anxiously for the arrival of my letter posted tracked Thurs teatime, which should have arrived today latest but still hasn't, sigh.. maybe a warning to all not to rely on First Class tracked now to be as fast as it used to be if you are tight on a form return deadline.

Also note that - according to a Post Office counter person I spoke to - DWP sorting centres often point blank refuse to sign for mail.

I encountered this when I sent documents using Royal Mail Special Delivery. The item was delivered - I confirmed this a couple of days later by phone with DWP - but the tracking information never did (on the afternoon as the guaranteed delivery time passed I was in a blind panic ofc.)

I'm not sure what arrangement Royal Mail have with DWP, but Special Delivery is a premium tracking service - I would have thought under their own terms & conditions, they are obliged not to forfeit the package, unless a signature is provided.

Yes it's outrageous. Try to avoid posting documents at the last minute. My suggestion would be to always phone to confirm receipt with DWP, ask the persons name, which office they work out of, note the time of recording, and keep these details safe until your claim is addressed.
