Awaiting U.C decision after 8 months

Good morning.

I started the uc50 form in Nov 2019, 1st feb i had the health assessment with the help of a friends partner driving me there. I have M.E since jan 2015.

Since 1st feb 2020 I've asked dwp for the report of the assessment in March 2020 and wasn't given it, i asked again in July 2020 on m uc journal and still no info. 4 days ago i called dwp and spoke to a nice lady who said id get info in 3 days from my health manager. The health manager hasn't been in contact but my work coach has on Thursday afternoon at 5pm and suddenly requested fit notes to be submitted within 24 hours on friday 25th sept 2020. I immediately called my Drs clinic and asked for him to back date me a fitnote as my last one ran out in june 2020 while in lockdown. I was told i wouldn't need to sumbit fitnotes while there is Corona virus. My Dr hasn't got back to me and will now probably have to wait for Monday coming to speak to him.
My work coach says either i submit the fitnote or say am fit for work or i face being sanctioned.

How can i be sanctioned if my Dr isn't in clinic till Monday coming ?
What are my rights as a lone parent of a 5 year old and having moderate M.E that leaves me in severe pain and bed ridden ? I can't take any medication due to allergies. My anxiety is getting worse with worry that I'll have no income to take care if my child and i.
How long do decisions for u.c usually take ? I'm on week 32 waiting for a decision post health assessment.

I'd be greatful for any guidence. Sorry it's lengthy.

Dealing with the Fit Note first.

The DWP removed the requirement for an active Fit Note to be on file in March but reactivated the requirement a couple of weeks ago. I would concentrate on getting the Note, they can't sanction you unless they have given you a reasonable period in which to acquire one.

As to the report, they are only sent out for UC once a Decision has been made, your post suggests that this hasn't happened yet and this is a worry if you had an assessment in February, a Decision should not have taken more than 12 weeks even with the pandemic.

You need to ask what is going on about your assessment.
