PIP. Asked PA4 for MR. They said NONE

Dear fellow members,

For potential MR ,I rang pip and asked for PA4.

They said none used by the assessor despite assessor letter PIP.7003) saying she used info provided by health professional consultation report.
When I questioned it, they said it can be a standard sentence and also it is quite common where there is lots of evidence to make decision without a PA4 and common as this is just a review.

Assessor asked however for esa report from 7 years ago (as requested after my pip review form received by them) and also looked at pip health provider report (which they call an AP, which I assume is PA4 for pip from 3 years ago).

- - I am wondering if asking for MR if is likely they will ask another health provider for report or for a tel consultation seeing I did not have either.- -

I asked pleasant lady on the phone who said would I like a current health provider report or tel assessment?
I said no and asked why she was asking, she said because once one person was insistent on having one as felt it could be more representative of disability and limitations if had a face to face assessment. I said no, that they had enough medical and other info.
I asked her to kindly not mention anything about that, she said she will not.

I only have on dwp assessor report (medically trained without being a medical professional) 6 lines as to why re descriptors I disagreed with to work from for my MR.
- they said I can move more than 20 metres but no more than 50 metres, because
— of no significant changes to my medication (not true, risks of heart attack)\
— and because I only use aids at times (when explained when go out for medical appts for about 6 times a year I always use crutch(es) and at home either crutches or furniture for support

And for preparing and cooking a meal and getting in and out of bath they say I have no grips problems and it is medically likely I would be able to use aids to cook and wash.

It looks like their point of vue is that unless you use walking aids all the time or the majority of days then you do not qualify to - i can stand and then move less than 20 metres and that if upper limbers are not restricted in any way we can use aids to prepare food and cook a meal when I cannot even sit. I have to half lay down and lay down most of the time.

Also for the benefit of my fellow forum members, when I asked how many people who had their MR had their award stopped, ie if you are on standard and you get zero.
She said in her 2 years of working only 1 case who won on appeal and that the majority of time the award stays the same but that it could also work in favour of person asking for MR when their award is increased.

I am just very worried that if I ask for MR they could lower my award period, ask a health professional to do a PA4 who may ask for a tel consultation which I do not want.

Any help would be greatly appreciated.

I am a little confused with your post, before I can answer your question I just need to make sure that I understand what you are say.

The first question I need to ask is did you have an telephone assessment or was it a paper assessment. If it was a telephone assessment then the report is called a PA4, if it was a paper assessment then the report is called a PA3.

The second question, it used to be 17% of MR cases had a change in their award, in the latest newsletter from B&W these stats have gone up to over 30%.

Thank you very much Gary,

I had a paper assessment.
They had enough evidence from me, assessor asked for esa report from 7 years ago and Pip heath professional report from 3 years ago.

Thank you for you quick reply, if you had a paper assessment then the assessors report is called a PA3 not a PA4.
