Dear All
Thanks for you news as you updated always in time. Hope to get good advise again from you. I have been awarded enhanced rate in mobility on 19 December 2019 due to planning and following journey (4 points). In 2016 to 2018, I were in standard rate in mobility even though my condition haven't been change over the years, first they awarded me again standard rate in starting 2019, I requested MR but they haven't change there decision, when I appealed few week later they call me and awarded 4 points in planning and following journey with enhanced rate in mobility. My question is can I ask for review under LEAP case (if there's no risk losing my current award). Thanks

You are the second member to ask about this today. The government say they are going to contact everyone. You can ask, but I suspect you will be told to wait as they have a lot of claims to look through.
Asking won't affect your current claim.

Hi Bis thanks for reply just have very small question I was on standard rate mobility in 2017-2018 and been awarded enhanced rate in Dec 2019 (due to planning and following journey). Am I eligible in LEAP category? Thanks

A couple of points to bear in mind
Mobility Decisions made before 28.11.16 will not be reviewed, however, it may be possible to argue that a claimant met the criteria from this date and therefore should be considered. Any argument must be based on the claimant's limitations as they were at this time and evidence must clearly reference this time as well. Realistically, new evidence and testimony trying to reference back to this date is going to struggle and is unlikely to be accepted.
Second, it is important to remember that Descriptors (e) and (f) are mutually exclusive of each other!
In short, a claimant cannot argue that they meet (f) without fundamentally undermining the reasons that (e) was awarded, if it was, with a danger that they might score lower or even not at all if they do not clearly show that they meet the higher criteria. There is no way to mitigate this situation.
Clear evidence of Overwhelming Psychological Distress when following a route is essential.

Very hard to understand you explain very well but my English??
I have enhanced rate in mobility because of 4 points in b. Needs prompting to be able to undertake any journey to avoid overwhelming psychological distress to the claimant, and 12 points in e. Can stand and then move more than 1 metres but no more than 20 metres, either aided or unaided. May I qualify or can ask them for review? Thanks

My understanding of LEAP is that it affects the mobility component of PIP, as you are already receiving the enhanced mobility component therefore it will make no difference to your claim.
Asking for a review will make no difference to your claim, in fact you could loose what you already have been awarded.
