LEAP review - Please help with advice

Regarding the Leap review, my partner was awarded Standard mobility in April 2016 for an ongoing period, the DWP decision maker awarded 10 points for an ongoing period for descriptor (E) Cannot undertake any journey because it would cause psychological distress to the claimant.
But my partner cannot leave the house without me by her side due to severe mental health disabilities caused by trauma.
Because the claim was awarded in April 2016, can we contact the DWP about the change in law, as i believe my partner should have scored 12 points really, as she cannot go outside the home without me, she cannot deal with others people face to face either.
She has not been out of the house for over 21 years without me by her side, infact she hasn't left her house now for 2 years at all.
Do we miss out on this leap review, because she was awarded standard mobility in April 2016?.
If we can make a claim how do we go about this?

Hi Louise

The fact that your partner has already been awarded standard is irrelevant to the review they are carrying out. You can't 'make a claim' - you can only ask them to look at the claim as it was in 2016. Nothing may happen as the government says they are working through all claims and this may take some time.

Hi BIS,
Thank You for the reply back.
So do i write to PIP them asking them to look at her claim from April 2016, to see if she was entitled to enhanced rate of mobility based on the LEAP review in 2016?, as it says the DWP will only contact PIP claimants who were awarded after November 2016, so they wont contact my partner?.
